Outerwear is the gear that decides whether you last all day or bail at lunch. Get it right and you forget you are wearing it. Get it wrong and a wet base layer and a cold core end your day by 1pm. In Australian conditions, where a bluebird morning regularly turns into wet, heavy snow by afternoon, your jacket and pants matter more than most riders give them credit for.

15K to 20K is the sweet spot. Australian snow is wet and heavy, and it saturates gear far faster than dry powder does. 10K handles bluebird groomers but will wet out in sustained wet snow. 20K and above is storm day and backcountry territory.
If you ride regularly, yes. A GORE-TEX membrane holds its performance across the life of the garment, unlike a DWR coating which wears off. If you ride a handful of days a year in good weather, a well-made 15K to 20K jacket will serve you well and leave budget for boots, which matter more.
It should still cover your lower back when you are bent forward with your arms raised, so try it on wearing the layers you actually ride in. The hood must fit over a helmet rather than just over your head.
Three layers and none of them cotton. A merino or synthetic base layer against the skin, a mid layer such as fleece or a light puffer for warmth you can add or remove, and a shell on top for wind and waterproofing. Pants work on two layers, base-layer leggings under a shell pant.
Shells are more adaptable for Australian conditions because you control warmth through layers. Insulated pieces are warmer on a cold morning but lock you into one temperature for the whole day, which is a problem when a bluebird morning turns into a warm spring afternoon.
It measures how fast sweat vapour escapes through the fabric, which keeps your base layer dry. Riding hard in warm spring conditions or hiking into the backcountry demands more breathability than lift-served groomer days do.
