7/8 to 1 inch is standard with no risers, 1 to 1.25 inch for thin risers, and 1.25 inch and up for thicker risers. The bolt needs to pass through the deck, any riser and the baseplate with enough thread for the nut. Tell us your setup if unsure.
You want them if you run larger or softer wheels, especially on cruisers, or if you get wheel bite (the wheel rubbing the deck on hard turns). Most standard street setups with 99a wheels around 52 to 54mm do not need them.
When the wheel rubs against the deck on a hard turn and grabs, which can stop you suddenly. Riser pads lift the deck away from the wheels to prevent it, which is why cruisers with big soft wheels usually run risers.
Risers add height to prevent wheel bite and change ride feel. Shock pads are thinner and cushion impact and vibration rather than adding much height. Some setups use both jobs in one pad.
