For Australian and most Japan conditions, a good shell plus a thermal layer covers the widest span of days. Shells are uninsulated so you control warmth by layering, and they pack down smaller. Insulated pants are simpler if you really feel the cold, but they give up temperature range.
10,000mm is a solid all-round minimum for Australian conditions, and 15,000mm and up handles heavy wet snow and long sit-down days. Fully taped seams and water-resistant zips matter just as much, because a high fabric rating means little if water gets in through the stitching.
A durable water repellent coating on the outer face fabric. It stops the outer layer wetting out and soaking through, and it wears off over time, which is why re-proofing sprays exist.
