Over a season, generally yes, and the board is always ready rather than waiting on a turnaround. The exception is if you only tune once or twice a year, in which case buying tools you barely use costs more than just having us do it.

Wax and the gear to apply it, so an iron, scraper and brush. A dry base costs you speed and control on every run, whereas edge work is only needed periodically. Edge tools are the sensible second purchase.

Because firm, icy morning snow is normal here, and edge grip is what holds you on it. Thin early-season cover also means clipping rocks and riding rails leaves burrs that need cleaning up with a file and guide.

Repairing core shots in the base, which are close to inevitable on thin early-season cover. Sealing the base back up stops oxidation, which gradually makes a board feel dead underfoot without you noticing until you ride a freshly tuned one.

Only if you are tuning seriously or working on more than one board. A starter kit without one covers basic upkeep fine for most riders. A vice and dedicated tools make sense once tuning becomes a routine rather than an occasional job.
